This is only if you need a different command to make the connection.
Default is ssh (which has a default of port 22).

rsh: ssh -i /home/user/.ssh/id_whatever

if you need to use a different ssh key identity.

This won't help whatsoever to modify the rsync options used.

Also the additional suggestion to use rsync-option won't help as that
only adds options, it does not remove them.

As Jenny has discovered, the xdev option is how to remove rsync's -x
