This works for me:

use chroot = false
strict modes = false
hosts allow = 192.168.232.103
log file = rsyncd.log
fake super = yes

path = /cygdrive/d/public/etel

/root/bin/rsync-novanished.sh -vrltH --delete --stats -z -D --numeric-ids
