backups are backing up the backup folder, possible creating some sort  
of infinite recursion that makes rsync not work?

Actually, you have xdev set, so if /backup is a different mount point  
you should be fine.  Otherwise, you should have an exclude for / 
backup/ in your /backup/root/dirvish/default.conf file.

Also, one of your expire rules is missing the time pattern expression:

  *   *     1-7 1,4,7,10  1
