That's because it's marked in Debian as a "conffile", and user
modifications in conffiles must be preserved; removing a conffile also
counts as a modification :-)
You could have done the following:
$ dpkg-deb --extract /var/cache/apt/archives/dirvish-blabla.deb /tmp/dirvish
and the contents of the package would have been put in /tmp/dirvish/.
This is assuming you had downloaded the dirvish package via apt (and
replaced "blabla" with something more appropriate :-)
